The Ordinary Task That Started One of Melbourne's Biggest Industrial Fires

In 2024, a fire tore through an outer-Melbourne chemical manufacturing site so severe that it took more than 180 firefighters four hours to bring under control, using over three million litres of water and 40,000 litres of foam. Explosions sent chemical drums into the air. Remarkably, no one was injured. WorkSafe has since laid charges over the incident.

The cause wasn't a rare industrial accident. It was an everyday task, done the way it's done at hundreds of sites across Victoria every week: decanting a dangerous good from a larger container into a smaller one.

How an ordinary task becomes a fire risk

The fire was sparked by a static electricity discharge during the process of decanting dangerous goods from an intermediate bulk container (IBC) into a 20-litre drum. Static builds up naturally as liquid moves and friction occurs — through a hose, a funnel, or simply pouring. In the presence of flammable vapours, a single spark from an ungrounded discharge is enough to ignite it.

This is exactly why decanting flammable or combustible dangerous goods is treated differently to just storing them. The risk isn't sitting still in a drum on a shelf — it's introduced the moment you start moving it.

What proper controls actually look like

Businesses that handle dangerous goods as part of routine operations are expected to control this risk specifically, not just generally. That typically means:

  • Bonding and earthing — electrically connecting the source and receiving containers so static charge has somewhere to go besides through the air as a spark.
  • Appropriate, compatible containers — using containers and equipment rated and designed for the specific substance, not general-purpose alternatives.
  • A controlled decanting area — away from ignition sources, with adequate ventilation to prevent vapour build-up.
  • A written safe work procedure — so the task is done the same, correct way regardless of who's doing it or how many times they've done it before.

Why this matters even for "small" quantities

It's tempting to assume that fire-and-explosion-scale controls are only relevant to businesses handling dangerous goods in bulk. They're not. The physics of static discharge don't scale down safely — a 20-litre drum being filled the wrong way carries the same ignition mechanism as a much larger transfer. What changes with quantity is the size of the consequence, not whether the risk exists.
